The city is marked by historical and geographical peculiarities. Initially founded by the French in 1612, it was named after King Louis IX and Louis XIII, patron and king of France at the time. The territory was retaken by the Portuguese and still in century XVII was occupied by the Dutch by a period of 3 years.

It is rich in cultural manifestations such as: bumba-meu-boi, creole drum, cacuriá, portuguese dance, juninas crews, reggae and others. It has the largest architectural set of Portuguese tiles in Latin America and a peculiar cuisine of the city with dishes such as cuxá rice, fried fish and the famous shrimp pie. The city has a very busy nightlife with bars, restaurants, party clubs, theaters, cinemas and many shows by local, national and international artists.

The historical center of São Luís is listed by UNESCO as a historical patrimony of humanity. It stands out among the Brazilian capitals due to its history of influences by several European countries and, therefore, it is an ideal place to hold an event to discuss Brazil-Europe cooperation in science, technology and education.
